I've started researching UT Austin, Rice, and SMU as possible Grad Schools for next year.  I'm interested in staying either in or near Texas.  Anyone have any experience with the Rice application?  I'm a bit concerned that they might weigh more of my GRE score over my GPA.  I did pretty well in Undergrad... 3.8, Econ major, state school

Rice is a pretty good program.  Especially if you plan to get into Energy Economics.

You might consider taking their online Math Camp program - https://online.rice.edu/courses/math-camp-for-economics-phd-students/
